Myanmar General Information
Currently, Myanmar Customs Department is still in progress to develop its e-customs and NSW. The development for e-Customs system has started since July 2013 with support from the Government of Japan with NTT Data as the Software and Hardware vendor for this system. This system is called MACCS (Myanmar Automated Cargo Clearance System) and MCIS (Myanmar Customs Intelligence System) same as NACCS in Japan and VNACCS of Vietnam.
The Brief Design and Detail Design had been negotiated on 2014 while the System Development and test is still on progress since April 2015 and expected to finish in March 2016. Running test for the system will be taking place from August until October 2016 and the system is expected to be fully operational by November 2016.
The first phase of NSW implementation will be taking place in Yangon Area, HQ, 11 sea ports, 1 special economic zone and 1 airport. During its operation, the NSW will connect several agencies such as Food and Drug Administration, Animal Quarantine, Plant Quarantine, Fishery Department, Economic Bank, Ministry of Commerce, and Myanmar Port Authority.
In order to adopt with this development, Myanmar Customs Department has been improved so that its manpower, rules and regulations, and its implementation of MACCS could comply with international standards for customs clearance procedures. This improvement is needed to create customs service that provides safety, facilitate international trade, protect its partner well-being and improve partnership with stakeholders.
The current updates of Myanmar National Single Window
Besides of fast and precise Import/Export Clearance Procedures of Myanmar and trade facilitation, Myanmar Customs Intelligence System (MCIS) and Myanmar Automated Cargo Clearance System (MACCS) which support National Single Window have been implemented on July 2013 by the cooperation with Japan Government-Myanmar Government.
System running test had been done starting from August, to October 2016 and it has been totally used in 14 places of Yangon area including Customs Headquarter, Yangon Ports Terminal, Yangon International Airport (Cargo Terminal) and Thilawa SEZ starting on November 12, 2016.The official launching ceremony of Myanmar Automated Cargo Clearance System (MACCS)was held on January 6, 2017 at Chartrium Hotel, Yangon.
In MACCS system, Customs Department has been joined with governmental departments such as Trade Department (Ministry of Commerce), Myanmar Port Authority(Ministry of Transport and Communication), Food and Drug Administration(Ministry of Health), Plant Quarantine, Animal Quarantine, Fishery Department(Ministry of Agriculture, Livestock and Irrigation) and Myanmar Economic Bank(Ministry of Planning and Finance). Moreover, Importers/Exporters, Customs Brokers from Trading Community and Air Cargo Companies, Freight Forwarders, Container Yards, Airline Companies, Shipping Line Companies, Shipping Agencies from Transport Community also participated.
Import/Export Clearance Procedures of Customs Department could be applied by MACCS online system that will be run on 24 hours and facilitates trading. Furthermore, as a first step ,MACCS system can be applied conveniently in Yangon area by Customs Department and it has planned to extend in border area on end of 2017.
